RFQ #25-16 ON CALL PROFESSIONAL SERVICES

THE CITY OF SMITHVILLE REQUESTS SEALED PROPOSALS FOR THE FOLLOWING PROFESSIONAL SERVICE:

  The City of Smithville is requesting qualification statements to provide on call professional services for engineering, architectural, surveying, planning, landscaping, and materials testing. RFQ’s will be received by the City of Smithville, Missouri, at City Hall, 107 W. Main Street, Smithville, MO 64089, until 2:00 P.M., Tuesday, August 26th, 2025.

The City of Smithville is seeking qualified firms to preform various professional services such as roadway design, storm drainage design, water main/distribution design, sanitary sewer design, traffic engineering services, construction observation services, material testing and geotechnical services, surveying services, structural engineering services, and landscape architecture, planning, plan and subdivision review and facility design.

It is the City’s intent to engage engineering and architectural services from qualified firms or individuals through an evaluation and comparison of past performance, project team resumes, appropriate references, prior experience in other municipalities and counties and expertise, as well as the criteria that will be used in evaluating the qualifications of firms and individuals submitting proposals. Both engineering and architectural firms and individuals are invited to submit. In order to be considered, qualifications must address each of the concerns requested in this document.

 

The City may contract with one or more firms or individuals in order to adequately satisfy our needs for engineering and architectural services. Accessibility to and a timely response from these firms is essential.

 

INSTRUCTIONS TO PROPOSERS

  1. Written Statement of Qualifications, subject to the conditions listed below and any special conditions set forth in the attached, will be received by the City of Smithville, 107 W. Main Street, Smithville, Missouri 64089, until 2:00 P.M. on Tuesday, August 26th, 2025.
  2. Copies of the RFQ documents may be obtained for a non-refundable fee from Drexel Technologies on-line at drexeltech.com in their eDistribution plan room, additional assistance is available at distribution@drexeltech.com. Contractors desiring the contract documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies, 10840 West 86th Street, Lenexa, KS 66214. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier’s checks shall be made payable to Drexel Technologies, Inc.
  3. The submittal should be organized in a manner that will convey all pertinent information. All submittals shall be organized in the following order, with listed requirements for each tab:

Tab A: Statement of Qualifications (SOQ) and relevant experience of your Project Manager and Key Task leaders assigned to the project. 

Tab B: Client or project references for at least three similar type and scope projects for a municipality of similar size to the City of Smithville, that demonstrate the applicants’ ability to perform this work.

Tab D: Proposal shall include billing rates for key personnel based on the fiscal year 2026 and any fee escalators for subsequent contract years. The fee proposal shall, if applicable, itemize the methodology for billing reimbursable expenses such as mileage, production of documents, etc. The city seeks a fee schedule to include in the on-call professional services agreement to ensure predictability of costs. Proposals

  1. The City is not responsible for any costs incurred in preparing or submitting a response to this RFQ.
  2. Submittals that do not meet the requirements outlined in the RFQ may be deemed non-responsive by the City; and the City reserves the right to waive any and all requirements in this RFQ.
  3. This RFQ involves a Public Works projects and Firm; Firm or Proposer must comply with all of the requirements applicable to Public Works Projects under Missouri Law.
  4. The City reserves the right to waive any irregularities and/or reject any and all submittals. The City is under no obligation to award a contract to any firm or individual attorney submitting a proposal
  5. All materials submitted shall become the property of the City and shall be subject to the laws and regulations relating to the disclosure of public information. No guarantee of privacy or confidentiality is offered or
  6. All proposals submitted in response to this Request for Qualifications (RFQ) shall remain valid for a period of two years from the date of submission.

  8. The Firm must affirm its enrollment and participation in a federal work authorization program with respect to the employees proposed to work in connection with the services requested herein Pursuant to 285.530 RSMo.

THE CITY OF SMITHVILLE RESERVES THE RIGHT TO REJECT ANY OR ALL PROPOSALS
