The Big Takeaways - December 2, 2025
The Board of Aldermen met in work session on Tuesday, December 2. City Attorney Padraic Corcoran provided an overview of best practices relating to meeting management and agenda and policy review. The Board directed staff to bring forward changes that would streamline city processes for review at future meetings. Please find the work session materials and video here.
The Board met in regular session and took the following action:
- Approved the November 18, 2025, Board of Aldermen Work Session Minutes
- Approved the November 18, 2025 Board of Aldermen Regular Session Minutes
- Approved on second reading an Ordinance approving the final plat for Richardson Street Plaza located in the City of Smithville, Missouri.
- Approved on second reading an Ordinance changing the zoning classifications or districts of certain lands located in the City of Smithville, Missouri and approving a plat entitled Umholtz Homestead.
- Approved a Resolution approving the quote from HACH for the purchase of turbidity meters for the Water Treatment Plant.

Project Updates
- City Hall Sewer Line Repair - The project includes the replacement of the sewer service line at City Hall. This work is scheduled to begin the week of December 8 at 7am and may require intermittent lane closures on Main Street in front of City through Dec 12th at 5pm.
- Water Treatment Plant (WTP) Improvements – Filter #5 at the water plant media replacement is complete and is back online.
- Commercial Sidewalk - The new contractor, Selby Excavating LLC, began work on Nov 3 and has made progress on the south side of the project near the school. The northbound lane of Commercial Avenue (From Hospital Drive to E Meadows) will be closed from 7 am to 5 pm starting Dec 2nd. The project is anticipated to be completed in January.
- 144th Pump Station (PS) – Epic is making substantial progress with the pump station wet well and force main. Force Main from HWY 169 north to Hwy 92 is nearly complete. The bore under 169 HWY for the 144th street project is underway now.
- Church and Mill watermain replacement –Pending items include cleanup.
- OK Trail – Bids opened 10/28 and will be awarded 12/4 pending DNR’s approval.
- Street Maintenance Program – Awarded to Asphaltic Surfaces. With the Commercial Sidewalk project delayed, the overlay of the Commercial Avenue will be completed next Spring.
- 169/Richardson Signal - application for Cost Share was submitted on 10/3
Maintenance Updates
- Parks
- Snow removal on streets, trails, and park parking lots
- Completed downtown Christmas decorations for the holiday events this weekend
- Streets
- Pretreated major roads, hills, and intersections in preparation for upcoming forecasts.
- Approximately 10.2 tons of salt used.
- Mount spreader control box and set up spreader in Parks truck.
- Swept streets with high leaf accumulation around town.
- Shift length: approximately 12–13 hours
- Work period: 6:30 AM to 7:45 PM
- De-icing material applied: 72.65 tons of salt
- Cleared city trails, parks and parking lots
- Fixed wiring on Parks dump truck for salt spreader.
- Replaced feeder chain in SaltDogg spreader.
- Repaired vibrator on Truck 106 (cleaned connection; unit back in service).
- Crews revisited plow routes to salt slick areas and cleaned up any missed areas from the previous day.
- Another 18.4 tons of salt applied during follow-up operations.
- Utilities
- Total Drinking Water Production 6,111,000 gal.
- Completed all testing required at the WTP.
- Backwashed filters #1,2,3 and 4.
- Contractor performed a firmware update on the generator at the WTP.
- Staff installed a sample pump in the transfer pump well to monitor turbidity.
- Staff replaced the valve that controls the backwash fire hose.
- Filter #5 at the WTP is completed with new media and is now back on-line.
- Completed 12 work orders
- 40 locates completed
- Completed all testing required at WWTP
- Treated 3,849,000 gallons of wastewater
- Utility staff removed the snow from City Hall parking lot and sidewalks downtown.
