Big Takeaways
The Board of Aldermen met in Work Session on Tuesday, August 19. Finance Director Rick Welch presented the 9-month FY2025 Budget Update. As of the first nine months of the FY2025 budget cycle, the City’s financial performance remains strong in all funds. 

Welch also presented the FY2026 Recommended Operating & Capital Budget. The Fiscal Year 2026 budget presents a detailed and strategic outline of all projected revenues and expenditures for the upcoming year. It serves not only as a financial roadmap but also as a tool to align with organizational goals. This comprehensive budget document provides the financial framework necessary to support both day-today operations and the implementation of high-impact projects, ensuring the effective allocation of available resources.
Across all funds, the recommended expenditure budget totals $33,298,864.

The Board of Aldermen took the following actions in Regular Session:

  • The Mayor Proclaimed September as National Senior Center Month

  • Approved a Resolution issuing a Temporary Liquor License to Smithville Town Tavern for the Smithville’s Backyard BBQ Bash and Junkville to be held on Saturday, September 27, 2025 and for Festi-Ville in the downtown courtyard on Saturday, October 4, 2025.
  • Approved a Resolution approving a water and wastewater leak adjustment request for Paxton Wilson.
  • Approved a Resolution approving a special event permit for Eric Craig Real Estate Team for Festi-Ville in the downtown courtyard on Saturday, October 4, 2025.
  • Approved a Resolution issuing a Temporary Liquor License to Streetcar Grille and Tavern for Festi-Ville in the downtown courtyard on Saturday, October 4, 2025.
  • Approved a Resolution issuing a Temporary Liquor License to Chops BBQ for Festi-Ville in the downtown courtyard on Saturday, October 4, 2025.
  • Approved a Resolution issuing a Temporary Liquor License to Gizmos for Festi-Ville in the downtown courtyard on Saturday, October 4, 2025.
  • Approved a Resolution issuing a Temporary Liquor License to Grassroots for Festi-Ville in the downtown courtyard on Saturday, October 4, 2025.
  • Approved on second reading an Ordinance annexing certain adjacent territory into the City of Smithville, Missouri.
  • Approved on first and second reading an Ordinance authorizing the City of Smithville, Missouri Certificates of Participation, Series 2025 and authorizing and approving certain documents in connection with the Delivery of the Certificates.
  • Approved on first and second reading an Ordinance adopting a procedure for considering redevelopment plans and tax abatement or exemption pursuant to Chapter 353 of the Revised Statutes of Missouri.
  • Approved on first reading an Ordinance approving the destruction of certain records.
  • Approved a Resolution issuing a Temporary Liquor License to Snack Daddy’s for the Smithville’s Backyard BBQ Bash and Junkville to be held on Saturday, September 27, 2025 and for Festi-Ville to be held in the downtown courtyard on Saturday, October 4, 2025.
  • Approved a Resolution amending Bid No. 25-06 for Mowing Services with Warrior Lawn and Landscape, LLC not to exceed $595 a week.
  • Approved a Resolution authorizing the Mayor to sign a Memorandum of Understanding (MOU) with the Smithville Main Street District.
  • The Board took no action on Section 120.040(I)

Community Engagement Updates
  • Held the second session of the Citizen Academy hosted by the Administration Department. Participants learned about the City's government structure, the City's Strategic Plan, and the role of the Administration Department. We look forward to the remaining six sessions!

Senior Center Updates
  • Served 52 meals at the cookout lunch on Wednesday
  • Held elections for open SC board position
    • Carol Gardner was elected as Secretary
    • Sharon Lawhorn was elected as Member at Large
    • Duane Garmeson was re-elected as President
  • Accepted a proclamation from Mayor Boley at the Board of Alderman meeting recognizing September as National Senior Center Month
Project Updates
  • Commercial Ave Sidewalk: the contractor originally awarded the Commercial Avenue Pedestrian Project has informed the City they are ceasing operations and will not be able to complete the work. The City is coordinating with the contractor, their bonding company, and MoDOT to determine next steps and ensure the project continues moving forward. Additional updates will be shared as more information becomes available.
  • Water Treatment Plant Improvements: ongoing
  • 144th Pump Station and West Bypass project: construction began on June 2, work in progress along 144th St near the pump station. 
  • Sidewalk Replacement Program (Harborview): in progress
  • Diamond Crest Park Parking Lot: delayed due to water leak
  • Basin Maintenance Program: implementation began last month
  • Street Maintenance Program: Awarded to Asphaltic Surfaces. Location: Commercial Avenue (From 92 HWY to Meadow St). Work will begin after completion of Commercial Sidewalk Project. 

Maintenance Updates  

  • Parks 
    • Sports Fields: Painted field lines to prepare for upcoming games and community activities.
    • Parks Maintenance: Mowed grass throughout city parks to keep them safe and welcoming for visitors.
    • Brush Control: Brush hogged overgrown areas to maintain clear and usable public spaces.
    • Campground Repairs: Located and fixed two water leaks in the campground to ensure reliable service for campers.
  • Streets
    • Concrete & Storm Drain Work: Adjusted storm drain grate at Spelman and Second St.; inspected and cleaned drainage grates at multiple locations including Liberty, Mill, Second, Hilltop, and Spelman
    • Pothole Repairs: Filled potholes at Second St., NE 195 Terrace, West Main, and Main St.; addressed concern at 180th & 169, completing one repair and noting a larger repair requiring lane closure.
    • Landscaping & Weed Control: Mowed Maple Lane, 172nd, 169 Hwy, Second Creek Rd., and 180th; sprayed weeds along guardrails at 180th, 188th, Spelman, Old Jefferson, E. Main, and Second Creek.
    • Equipment Maintenance: Repaired tarp system on Dump Truck #108, fixed PTO shaft on tiller, serviced skid loader fluids/bolts, and fabricated replacement parts.
    • Sidewalk & Dirt Work: Backfilled, seeded, and cleaned sidewalks on Commercial and 92 Hwy
    • Drainage, Debris & Misc. Tasks: Cleared trees/debris at Harbor View Dr. and Old Jefferson; inspected water break and asphalt needs; organized equipment shed; responded to citizen concerns; and removed a dead raccoon.
       
  • Utilities 
    • Total Drinking Water Production 8,223,000 gal
    • Treated 5,306,000 gallons of wastewater
    • Completed 24 work orders and 106 locates
    • Completed all testing required at the WTP and WWTP
    • Staff worked on inventory and organization at the raw water station and WTP. Tools and work bench were added to the raw water station as well as an extensive inventory so repairs can be completed quicker. We are re-organizing the inventory at the WTP to assure we have the correct parts on hand.
    • New employee completed his first week of training at the WTP.
    • Completed weekly grounds maintenance at the water plant.
    • Staff worked on inventory and organization at the WWTP and new shelves are being added at the WWTP to hold inventory parts that cannot be kept outside.
    • Staff dressed up 2 water main repair sites. One will require the approach and sidewalk to be repoured.
    • Completed weekly grounds maintenance at the wastewater plants.
    • Added all sewer chemicals for the month.
    • Ran monthly sewer on East Meadow and cleaned the manhole at 412 Winner Avenue.
    • Fixed water service at 1505 Mary Cir.
