The Board of Aldermen met in Special Session and took the following actions:
- Approved the Mayor's appointment of Chelsea Dana for Alderman Ward II. Alderman Chelsea Dana was sworn into office by City Clerk Linda Drummond.
- Recognized the 2025 Citizens Academy Graduates, there were nine graduates that participated in the annual Citizens Academy program.
- Held a Public Hearing on The Shops at Smithville Chapter 353
- Held a Public Hearing on 1505 East Main Street Annexation
- Held a Public Hearing on Whispering Creek Farms Phase I, Lots 1 &4 Annexation
- Approved the September 23, 2025, Board of Aldermen Work Session Minutes
- Approved the September 23, 2025, Board of Aldermen Regular Session Minutes
- Approved a Resolution approving a water and wastewater leak adjustment request for Lois Shanks
- Approved on second reading an Ordinance approving the petition for establishment of The Shops at Smithville Community Improvement District (CID), establishing the district, and making findings and authorizing actions related to establishment of the district.
- Approved on second reading an Ordinance approving The Shops at Smithville Redevelopment Plan pursuant to Chapter 353 of the Revised Statutes of Missouri, Declaring the Redevelopment Area a Blighted Area and making finding and authorizing actions related to the Plan.
- Approved on first reading an Ordinance adopting the FY2026 Annual Budget for the City of Smithville, Missouri, and authorizing the expenditures for finds for municipal services.
- Approved on first reading an Ordinance creating a Public Safety Sales Tax Fund.
- Approved on first reading an Ordinance creating of The Shops at Smithville CID Financial Fund to account for the establishment of a separate fund to allow for accounting of revenues and expenditures separate from any other monies.
- Approved a Resolution approving a Special Event Permit for the Smithville Main Street District for Winter Wine Walk and Christmas Market at Courtyard Park and surrounding Main Street businesses on Saturday, November 8, 2025.
- Approved a Resolution issuing a Temporary Liquor License to Smithville Main Street District for the Winter Wine Walk & Christmas Market to be held Saturday, November 8, 2025.
- Approved a Resolution acknowledging the emergency expenditure and approval of Change Order No. 1 for the replacement of the filter underdrain system at the water treatment plant with David E. Ross Construction.
- Approved a Resolution authorizing and directing the Mayor to execute an agreement with R & S Lawn Services for on-call residential snow removal in an amount not to exceed $222 per hour.
- Approved a Resolution consenting to the appointments of Successor Directors for the Governance of the Smithville Commons Community Improvement District.
- Approved a Resolution acknowledging the emergency expenditure for the removal and disposal of asbestos piping at the water treatment plant with B&R Insulation.
- The Smithville Chamber of Commerce Executive Director presented a report of 2025 activities.

- Church and Mill Watermain Replacement: The City’s contractor began work on September 15. The contractor will continue working along Mill Street toward the intersection of Church and Mill. This intersection will remain closed to through traffic during the project; however, access will be maintained for residents and businesses.
The project also includes replacement of the sewer service line at City Hall. This portion of the work is scheduled to begin in mid-October and may require intermittent lane closures on Main Street in front of City Hall.
The entire project is anticipated to be completed in November, weather permitting. - Commercial Ave Sidewalk: The contractor originally awarded the Commercial Avenue Pedestrian Project informed the City they are ceasing operations and will not be able to complete the work. The City is coordinating with the bond company, and MoDOT to select a new contractor. Additional updates will be shared as more information becomes available. The contractor’s surety rebid the project and opened bids on September 16. The City is awaiting the surety bond company’s selection of a contractor and their proposal for next steps.
- Water Treatment Plant Improvements: New carbon and Lime feeders installed. New valves and actuators installed. Filter pipe gallery painted. Ross construction inspected the under drain on filter #1. It was determined that it needs a full replacement. We are currently waiting on pricing.
- 144th Pump Station and West Bypass project: shoring to begin on excavation for pump station next week. Epic will begin installing force main in next couple weeks south of HWY 92
- Sidewalk Replacement Program (Harborview): Street Division completed the sidewalks in Harborview. Residents should be receiving invoices in the mail.
- Diamond Crest Park Parking Lot: delayed
- 169/Richardson Signal application for Cost Share was submitted on 10/3
- Street Maintenance Program: Awarded to Asphaltic Surfaces. Location: Commercial Avenue (From 92 HWY to Meadow St). Work has been rescheduled for Spring 2026.
Maintenance Updates
- Parks
- Cleaned up after Festi-Ville
- Completed playground inspections and fixes
- Mowed parks
- Repaired finish mower
- Sprayed weeds
- Worked with contractor to remove dead tree limbs in campground
- Consulted with Lexington Plumbing for splash pad repairs
- Partnered with local girl scout troop to add a new game to smith’s fork park playground
- Streets
- The Streets Crew completed concrete pours, backfilling, seeding, and straw application at several locations along Fletcher Drive and Harborview Drive.
- Placed 20 tons of asphalt for street repairs and completed mill and overlay work on sections of Belinda Avenue and 181st Terrace.
- Crews also swept the downtown area and other parts of the city
- Performed in-house maintenance on multiple vehicles and equipment,
- Mowed along North Main Street and 180th Street.
- Utilities
- Total Drinking Water Production 7,869,000 gal
- Treated 4,497,000 gallons of wastewater
- Completed 23 work orders and 76 locates
- Completed all testing required at the WTP and WWTP
- Completed weekly taste and odor sample from the lake and weekly asbestos sampling at the WTP.
- Currently waiting on bids for the removal of the asbestos under drain in filter #1 and #2 at the WTP. Ross construction cannot hire the sub-contractor, so we have to.
- Water plant staff replaced mixer motor and prop shaft for the secondary flash mixer.
- Staff completed grounds maintenance at the WWTP.
- Staff replaced both rotating assemblies at Lakeview Drive lift station.
- Pump #1 was not pumping at Rollins Landing lift station again. Staff removed the air relief and found it was packed full of non-flushable wipes. Removed the debris and reassembled. Works great now.
- Installation of the Mill Street water line is slow but moving.
- Staff used a net to remove floating debris from Daycare, McDonalds and Hills of Shannon lift stations.
