The Big Takeaways - March 3, 2026
The Board of Aldermen met in Work Session on Tuesday evening. Robert Heacock with ETC Institute presented the findings from the 2025 Citizens Survey. Staff is pleased to see that the City of Smithville remains a quality place to live and raise a family. Additionally, the city saw high scores in customer service, community safety and our parks services. Staff is working to identify areas of improvement to respond to areas where satisfaction decreased, while maintaining our service levels in areas that we are doing well. Finance Director Rick Welch presented the 3-Month 2026 Budget Review. Overall, revenues are tracking with the 3-month projections and expenditures are aligning with budget projects. The next budget update will be the 6-month update on May 19.

The Board of Aldermen took the following action in the Regular Session:
- Approved the February 3, 2026, Board of Aldermen Special Session Minutes
- Approved the February 3, 2026, Board of Aldermen Regular Session Minutes
- Approved the Financial Report for January 2026
- Approved the Resolution issuing a Liquor License to Liquor Land 6, LLC, Richard T. Bryant, Managing Officer, doing business as Liquor Land 6, LLC.
- Approved the Resolution awarding Bid No. 26-02, to SAK Construction, LLC for sanitary sewer rehabilitation in the amount of $144,518.
- Approved the Resolution approving Mid-America Pump to rebuild pump #3 at the wastewater treatment plant influent pump station in the amount of $21,229.08.
- Approved the Resolution authorizing the purchase of a trailer mounted sewer jetter from Armor Equipment in the amount of $128,240.15.
- Approved the Resolution authorizing and directing the Mayor to execute an agreement with BG Consultants for engineering services for the Maple Lane sidewalk in the amount of $65,000.
- Approved the Resolution authorizing and directing the Mayor to execute an agreement with BG Consultants for engineering services for the Wayfinding Signage Implementation Project in the amount of $85,000.
- Approved the Resolution authorizing the mayor to sign an agreement with HDR Engineering for preliminary design for the wastewater treatment plant expansion.
- Approved the Resolution authorizing the City Administrator to submit and execute an application with the Missouri Department of Natural Resources, Clean Water State Revolving Fund Program.
- Approved on first and second reading of an Ordinance employing Fischer, Patterson, Sayler and Smith L.L.P. as special counsel. 1st and 2nd reading by title only.
- Approved on first and second reading of an Ordinance authorizing and directing the Mayor to execute a Cost Share Agreement with the Missouri Highways and Transportation Commission for the US 169 Highway and Richardson Street Improvements Project.
- Approved on first and second reading of an Ordinance approving the Redevelopment Agreement among the City of Smithville, Missouri, Smithville Holdings LLC, and The Shops at Smithville Redevelopment Corporation to implement The Shops at Smithville Redevelopment Plan.
- Approved on first and second reading of an Ordinance approving the Cooperative Agreement among the City of Smithville, Missouri, The Shops at Smithville Community Improvement District and Smithville Holdings LLC to implement The Shops at Smithville Community Improvement District.
- Approved on first reading an Ordinance changing the zoning classifications or districts of certain lands located in the City of Smithville, Missouri located at 1503 and 1505 East Main Street.
- Approved Resolution authorizing site plan approval for the Clay Creek Meadows Townhomes project at W and 169 Highways.
- Resolution authorizing site plan approval for a new 9,600 Ft² Diesel Repair Facility at 14890 North Industrial Drive.

Maintenance Updates
- Parks
- The crew attended a welding training class
- Organized the maintenance shop
- Continued work on mowing to get ready for the season
- Streets
- 29 outfalls were inspected in multiple subdivisions
- Pothole patching was completed in multiple locations totaling 49.
- Storm box repairs completed
- Due to winter weather advisory last week, the dept completed preparations including prepared trucks for snow removal, and applied approximately 2600 gallons of brine citywide
- Investigated reports of multiple sunken areas in the roadway of Shannon Avenue. Determined the area will require milling and asphalt overlay
- Measured roadway damage at Martin Rd and 169 Hwy and estimated repair area approximately 45’x30’ including base work prior to asphalt patching
- Utilities
- Total Drinking Water Production 6,206,000 gal
- Completed all testing required at the WTP and WWTP
- Conducted weekly chemical level checks at the WTP for ordering.
- Backwashed filters 1,2,3,4 and 5
- Installed new VFD on high service pump #2 at the WTP
- Continue running new conduit and wires for SCADA upgrade in the chemical building
- Completed 31 work orders and 45 locates
- Treated 4,699,000 gallons of wastewater
- Completed weekly checks of all booster station and towers in the distribution system
- Had Ace Pipe Cleaning video the sewer main at 601 Liberty. Found some roots and removed
- Working on hydrant flushing program
- Completed monthly meter reads and re-read
- Located water and sewer along Amory Road
