The Big Takeaways - April 7, 2026

The Board of Aldermen met in Work Session on Tuesday evening. Assistant to the PW Director Mayra Toothman presented an update on the Combined Water and Wastewater Fund Capital Improvement Plan. Staff will be bringing forward future action items related to an update to the Supervisory Control and Data Acquisition (SCADA) system. The Water Treatment Plant expansion will be delayed due to population growth not keeping pace with original projections in the Water Master Plan. The City continues to do regular maintenance programs to maintain the systems. 

Included in the FY26 Budget was funds included a Utility Rate Study. The City awarded a contract to Raftelis to perform an updated analysis of the utility rate forecast with updated CIP expenditures. The city did not implement any rate increases in FY26. Tom Beckley with Raftelis presented the findings and recommendations from the utility rate study for Board Consideration. For FY2027, it is recommended that water rates increase by 8 percent and sewer rates by 30 percent, resulting in a combined impact of approximately 19 percent. Proposed rate increases per year from FY2028 through FY2031 are 12% each year. The Board will have more discussion in the FY27 Budget development.

The Board took the following action during Regular Session:

  • City Administrator Cynthia Wagner and Fire Chief Dave Cline presented an after event review of the Smithville Plaza Fire. The after event memo can be found here. 
  • Mayor Boley proclaimed April as Fair Housing Month.
  • Approved the March 24, 2026, Board of Aldermen Work Session Minutes.
  • Approved the March 24, 2026, Board of Aldermen Regular Session Minutes.
  • Approved a Resolution authorizing and directing the Mayor to execute an agreement with Grace Community Church for use of Smith’s Fork Park to host a music festival. 
  • Approved a Resolution approving a water and wastewater leak adjustment request for Steven Marriott in the amount of $974.77.  
  • Approved a Resolution approving a water and wastewater leak adjustment request for Dakota Walker in the amount of $323.56. 
  • Approved a Resolution adopting amendments to the Employee Compensation Plan. 
  • Approved a Resolution authorizing the Chief of Police to apply for the Missouri Blue Shield Public Safety Accreditation Program.
  • Approved a Resolution issuing a Temporary Liquor License to Chop’s BBQ and Catering for Smithville Parks and Recreation’s Adult Egg Hunt event to be held on Friday, April 10, 2026, at Heritage Park. 
  • Approved on first and second reading an Ordinance amending the FY2026 Budget to add $22,900 to the Capital Improvement Sales Tax Fund expenditure budget.
  • Approved a Resolution awarding Bid No. 26-04, Forest Oaks Improvement Project and 176th Street improvements to Asphaltic Surfaces in the amount of $ 594,250.50, authorizing a force account in the amount of $100,000, and authorizing the Mayor to sign an agreement with Asphaltic Surfaces. 
  • Approved a Resolution approving Supplemental Agreement No.1 with George Butler Associates, Inc. (GBA) for engineering services for the Riverwalk Trail and Second Creek Pedestrian Improvement projects. 
  • Approved a Resolution authorizing the expenditure of funds for the purchase of body-worn video equipment for the Smithville Police Department, for an amount not to exceed $60,000.

Maintenance Updates

  • Parks
    • Each park received their first mow of the year
    • All park restrooms are officially open for the season
    • Painted soccer fields
    • New base anchors have been installed on the ball fields to prepare for practices and upcoming games
  • Streets
    • Crack sealing: Hampton Dr (east side), Spinnaker Dr, Woodruff Rd area
    • Street sweeping: Harbor Lakes, Diamond Crest, Clay Creek, Wildflower, Harborview, Gray Hawk, Downtown
    • Equipment maintenance: Repaired dump truck boards and brake switch; ordered boom mower battery; repaired salt spreader
    • Pothole repairs: 18710, 18121, and 1202 Eagle Pkwy
    • Signage: Installed two No Parking signs at park lot on Meadow Dr
    • Drainage projects: Began Clay Creek outfall repair; awaiting dry conditions
    • Culverts: Utility locates requested for 144th St extension; culvert at 180th & Marcus Rd to be replaced (road closure needed)
    • Inspection: Sinkhole at Fletcher & Amesbury filled and under monitoring
  • Utilities
    • Total Drinking Water Production 6,336,000 gal.
    • Completed all testing required at the WTP.
    • Conducted weekly chemical level checks at the WTP for ordering.
    • Collected 5 bac’t samples and delivered to the state.
    • Backwashed filters #1,2,3,4 and 5.
    • Replaced all the turbidity monitor feed lines at the WTP.
    • Completed mowing at the south booster station.
    • Completed 19 work orders
    • 92 locates completed
    • Completed 1 new water service connections.
    • Completed all testing required at WWTP
    • Treated 5,611,000 gallons of wastewater
    • Completed weekly checks of all booster station and towers in the distribution system.
    • Repaired the fire hydrant at 14606 Shamrock Way.
    • Repaired the isolation valve for the hydrant at 19505 Paradise Circle. Hydrant is fully functional.
    • Installed new blinds in the WWTP shop.
    • Replaced the battery charger for the WWTP generator.
    • Set up confined space entry to retrieve debris from the manhole at Brassfield and Liberty. Ace Pipe jetted the line due to a buildup of roots.
