The Big Takeaways from May 6, 2025

On Tuesday evening, the Board of Aldermen met in Work Session review the FY2024 Audit and upcoming website redesign. CliftonLarsonAllen (CLA) completed the FY2024 audit in April 2025. Audit fieldwork began in mid-December and concluded in April. During this time, the auditors conducted a comprehensive review of the City’s financial activities, examined key documents and invoices, and tested various processes and procedures within the Finance Department. Adam Pulley, CLA engagement partner, presented the City of Smithville's financial condition and overall fiscal outlook. Assistant City Administrator, Gina Pate provided a preview to the new city website that is anticipated to go live on Monday, May 12 pending any technical delays. As part of this transition to a new website provider, all current e-notification subscribers will need to re-subscribe on the new site. We are excited to announce that there will be a text message option for e-notifications as well as email. Please note that there may be some temporary issues as we complete the migration process. We appreciate your patience during this period of testing and quality control. Additionally, search engines may continue to display results from the old website for 2–3 weeks after the switch. This is a normal part of the update process. Over the next several months, you will continue to see new improvements to the website's features.

The Board of Aldermen met in Regular Session and took the following actions:

  • The Mayor proclaimed Local Government Week, Public Service Recognition Week, and Older Americans Month
  • Approved the April 15, 2025 Board of Aldermen Special Session Minutes
  • Approved the April 15, 2025, Board of Aldermen Work Session Minutes
  • Approved the April 15, 2025, Board of Aldermen Regular Session Minutes
  • Approved the April 17, 2025 Board of Aldermen Retreat Minutes
  • Approved a Resolution authorizing and directing the Mayor to enter into an agreement with Smithville Warriors Youth Football Club for the use of City park land.
  • Approved on First Reading an Ordinance amending the zoning Ordinance of the City of Smithville, Missouri by and granting a conditional use permit to northland recycle & transfer for a transfer station for municipal solid waste at 14820 North Industrial Drive.
  • Approved on first and second reading an Ordinance amending the FY2025 Operating Budget to add $112,156 to the Combined Water and Wastewater and $4,500 to the General Fund expenditure budgets.
  • Approved on first reading an Ordinance certifying the results of the April 8, 2025 Municipal Election held in the City of Smithville, Missouri.
  • Approved a Resolution authorizing and directing the Mayor to execute an updated employment agreement with Cynthia Wagner for the position of City Administrator.
  • Approved a Resolution awarding Bid No. 25-11 to Legacy Underground Construction for the Church Street and Mill Street watermain in the amount of $106,656.
  • Approved a Resolution awarding Bid No. 25-12, Street Maintenance Program to Asphaltic Surfaces in the amount of $224,596.25 and authorizing a force account in the amount of $30,000.
  • Approved a Resolution authorizing the  payment to R.W. Vaught for the  purchase of a new SCADA (Supervisory Control and Data Acquisition) and PLC  (public logic control) system at the water treatment plant in the amount of $20,750.
  • Approved a Resolution authorizing construction of the Diamond Crest splash pad parking lot in lieu of payment of park fees by the Clay Creek Meadow’s developer.

Senior Center Updates

  • Line dancing group learned some Latin steps to celebrate Cinco de Mayo
  • Presentation on downsizing and decluttering sponsored by KU Med was well-attended, and we hit a Tuesday lunch record
  • Senior Center will be closed next Thursday 5/15 for City CPR staff training.

Project Updates

  • New City Website: launch of new website is scheduled for May 12
  • Commercial St Sidewalk: construction beginning in June 2025. 
  • 144th Pump Station and West Bypass project: construction beginning in May 2025
  • Sewer Rehabilitation Program: Slipline began in April and will be completed in May 2025.

Maintenance Updates

  • Water Plant Division 
    • Produced 6,571,000 gallons of water for the week
    • Received zero water complaints 
    • Continuing to sample lake intake for MIB and Geosmin for our taste and odor study
    • P1 plumbing/Ross construction has started pipe gallery valve/actuator replacement. Starting with adding a new isolation valve in plant effluent line.
  • Wastewater / Operations Division
    • Produced 6,631,000 gallons of water for the week
    • Received zero water complaints 
    • Monthly regulatory reports have been written and submitted to both DNR and the Corps of Engineers
    • Ross Construction has replacement Cl2 room door installed
    • Both Rosses subcontracting companies, P1 Plumbing and AK Hanley Electrical are on-site this week.
    • Pipe gallery valve replacement work is underway
  • Parks Maintenance 
    • Completed soccer season and began repairing the soccer fields
    • Mowing and weed eating parks
    • Prepping area for Girl Scouts to plant new trees
  • Streets Division
    • Crew mowed various locations, including roadsides and specific streets
    • Crack Sealing in Harbor Lakes
    • Street Department swept streets in multiple neighborhoods, including Forest Oaks and Diamond Crest
