The Big Takeaways - July 7, 2026
The Board of Aldermen met in Work Session on Tuesday evening to discuss the City's utility infrastructure needs and financing options. Finance Director Rick Welch presented an overview of the planned capital projects for the next 10 years and the associated proposed utility rate increases based on the rate study by Raftelis. Included in the presentation was an overview of financing mechanisms for Board consideration and feedback. 

The Board directed staff to bring ballot language for consideration for the November 2026 election at the August 4 and August 18 Board of Aldermen Meetings.

The Board took the following action during Regular Session:

  • The Mayor proclaimed July as Parks and Recreation Month
  • Approved the June 2, 2026, Board of Aldermen Work Session Minutes
  • Approved the June 2, 2026, Board of Aldermen Regular Session Minutes
  • Approved the June 16, 2026 Board of Aldermen Retreat Minutes 
  • Approved the Financial Report for May 2026 
  • Approved a Resolution authorizing the purchase of ultra-violet lights from Trojan Technologies in the amount of $40,356.06 at the wastewater treatment plant.
  • Approved a Resolution authorizing the City Administrator to execute Recruitment Reimbursement Agreements for POST-certified police officers and prospective police recruits.
  • Approved a Resolution authorizing the Mayor to execute an easement to the developer and accept an easement from the Developer for the Main and Mill project parking lot. 
  • Approved a Resolution renaming Diamond Crest Park to OK Railroad Park and Trail. 
  • Approved a Resolution acknowledging the Board of Aldermen’s support of an application for the Senior Services grant through Clay County Senior Services. 
  • Approved a  Resolution approving the agreement with Navigate Building Solutions for Owner’s Representation for the Smith’s Fork Park project. 
  • Approved a Resolution adopting revision to the City’s Temporary Hydrant Meter Policy. 
  • Approved a Resolution adopting amendments to the Schedule of Fees. 
  • Approved on first and second reading an  Ordinance amending the FY2026 Budget to add $79,000 to the General Fund.  
  • Approved on first reading an Ordinance changing the zoning classifications or districts of certain lands located in the City of Smithville, Missouri and approving a preliminary plat and development agreement for Heritage Farms subdivision.
  • Approved a  Resolution authorizing site plan approval for the Smithville Plaza Retail Center buildings at 119 North 169 Highway. 
  • Approved a Resolution approving an annual fireworks event permit for White Iron Ridge at 815 East 92 Highway.

    Utilities
    • Total Drinking Water Production 8,928,000 gal.
    • Completed all testing required at the WTP.
    • Conducted weekly chemical level checks at the WTP for ordering.
    • Backwashed filters 1,2,3,4 and 5 at the WTP.
    • Continued working on project high service pump room rehabilitation at the WTP. Currently coating the floor and replacing bolts.
    • Currently receiving quotes for window and door replacement in the chemical building at the WTP
    • Completed 34 work orders
    • 45 locates completed
    • Completed 1 new water service connection.
    • Completed all testing required at WWTP
    • Treated 5,111,000 gallons of wastewater
    • Completed weekly checks of all booster station and towers in the distribution system.
    • Staff noticed that pump #1 at Harborview #1 had excessive run times. Disassembled the pump and found that the impeller shaft on the rotating assembly had sheared off. It will be replaced and inspected to see if it would be covered under warranty. 
    • Effluent valve for SBR#2 failed to open. Upon inspection we found that the motor was blown. We replaced the motor, and it still wouldn’t function properly. We replaced the circuit board stack, and it still did not function properly. SBR#2 is currently off-line until we can get it repaired. 
    • Mid America pump replaced the VFD for pump #2 at the influent pump station at the WWTP. 
    • Diamond Crest lift station called with a high temp on pump #2. Staff disassembled the pump and air relief and found that the check flap was broken. Removed the discharge piping and replaced. The pump in now functioning properly. 
    • Staff completed grounds maintenance and checking all sewer lift stations.
