The Big Takeaways
The Board of Aldermen met in a work session Tuesday evening to discuss several long-term infrastructure initiatives.

Assistant Public Works Director Mayra Toothman presented the City's 2025 MS4 Permit Report, highlighting the City's stormwater management efforts and action items. As the City prepares for the upcoming five-year permit renewal cycle, Board members and residents had the opportunity to provide feedback that will help guide the renewal process.

Finance Director Rick Welch also presented an overview of the City's utility infrastructure and facility needs. Following the discussion, the Board directed staff to target April 2027 for a revenue bond election. Staff will also bring forward an FY26 budget amendment to engage Navigate Building Solutions to assist with updating cost estimates for the City's identified facility needs.

The Board met in Regular Session and took the following actions:

  • Approved the July 21, 2026, Board of Aldermen Work Session Minutes 
  • Approved the July 21, 2026, Board of Aldermen Regular Session Minutes 
  • Approved a Resolution acknowledging the emergency expenditure for the repair of the airline in Sequential Batch Reactor No. 1 at the Wastewater Treatment Plant. 
  • Approved on second reading an Ordinance changing the zoning classifications or districts of certain lands located in the City of Smithville, Missouri.
  • Approved on second reading an Ordinance amending the zoning Ordinance of the City of Smithville and granting a Conditional Use Permit to Nextera Energy for a Battery Energy Storage Facility at 13213 North 169 Highway. 
  • Approved on second reading an Ordinance vacating and discontinuing a portion of a public street. 
  • Approved on second reading an Ordinance amending Sections of Chapter 400 of the Zoning Code related to fences. 
  • Approved on first and second reading an Ordinance re-adopting Chapter 135 of the Code of Ordinances for the Code of Ethics.
  • Approved on first and second reading an Ordinance authorizing and directing the Mayor to execute a Transportation Alternatives Program Supplemental Agreement with the Missouri Highways and Transportation Commission for construction of the Riverwalk Park Trail Phase I.
  • Approved a Resolution awarding Bid No. 26-05, Control System Update – Supervisory Control and Data Acquisition (SCADA) to American Control & Engineering Services, Inc. in the amount of $325,000.

  • July was our highest attendance number of the year, beating our next highest month by 50 people
  • Applied for the 2027 education and life enrichment grant through Clay County Senior Services to help us offer new programs such as Mahjong. Stay tuned!

Maintenance Updates

  • Parks
    • Set OK Railroad Park and Trail wayfinding signs on 169 WHY and W HWY
    • Mowed and weed eat parks
    • Drug ball fields
    • Sprayed weeds
    • Brush hogged open fields
    • Cleaned up and organized parks maintenance yard
    • Deep cleaned park restrooms
  • Streets
    •  Completed base repairs on 176th Street from the Whiskey Ridge entrance to Thomas Lane in preparation for asphalt overlay. Crews dug out 9 areas and placed approximately 15 tons of AB-3 and 32 tons of asphalt.
    • Installed two 25mph speed limit signs in the Rollings landing subdivision 
    • Serviced the John Deere tractor, including changing the oil and oil filter, both fuel filters, the hydraulic filter, and the engine air filters.
    • Picked up 2 ½ rolls of AstroTurf for the dog pound.
    • Used asphalt millings to fill in front of 10 driveways and 4 sidewalk ramps in the Forest Oaks subdivision, allowing residents continued access to their driveways.
    • Continued street repairs on 176th St working on the east side from entrance of whiskey ridge to H&H Lake rd.
    • Lowered sewer manhole in Forest Oaks for proper grade for new sidewalk
    • Mowed around Streets division shop
    • Mowed the city lot at 169 Highway and Second Creek Road, then started leveling out asphalt millings from Forest Oaks at the same Second Creek lot
  • Utilities
    • Completed 38 work orders
    • Completed 85 locates
    • Completed 5 new water service connections
    • Treated 4,268,000 gallons of wastewater
    • Produced 8,525,000 gallons of drinking water
    • Completed all testing required at the WWTP and WTP
    • Completed weekly checks of all booster station and towers in the distribution system
    • Conducted weekly chemical level checks at the WTP for ordering
    • Backwashed filters 1,2,3,4 and 5 at the WTP
    • Collected and delivered 6 E-coli samples to the KCMO laboratory
    • Repaired the water service at 103 Hummingbird Court
    • Hauled and land applied 30 loads of sludge from digestor #1
    • Completed monthly meter reads and re-reads
    • Replaced the AC vents in the filter gallery at the WTP
    • Troubleshooting the bleach feed line at the WTP. Added in a check valve to the line
    • Started painting the high service pumps at the WTP
